I am not sure if RK3288 a Cortex A12 or Cortex A17, but it is not a big.LITTLE. Compared to the older Cortex A9 architecture the A12 should be 40% faster. But I think it will not be clocked as high as the older A9 SOC. All in all it should result in less power usage at slightly higher speed. If one compares RK expositions, technical reference manuals and demo kits, it is not sure if it will result in a A12 or A17. I guess it will be an A12.
As far as I know Rockchip haven't released the rk3288 SDK yet.

I got the Radxa (FUN). New group here, but one with some knowledge. I have had the 3.10 running with Ubuntu on my 3188. Trying to see what can be done to port android, more play than accomplishment. The source we have been using is from the RK3288 Chromium Samsung netbook (RK3288 T-series Mali). The Github Repo is expanding. Might be what you want, the builds from this seem to be workable with the 3188 and 3288. https://github.com/linux-rockchip
For the KitKat 4.4.2, has SDK, NDK, and much more. Looks complete at 10+ gigs.
