From the first day since I own the PiPo M9Pro and my previous Android devices (AMLOGIC , MTK, SPRD) I was using either a Vista or Win 7 32bit (now Win7 32bit for RK31xx) for my newer MTK devices (OctaCores) I am using Win 8.1 I've never encountered the problem that you have mentioned.(RK31xx). Please use DevManView to remove other drivers for Android devices from your PC first (go to : http://www.nirsoft.net ) you will see something like the picture attached wher you must have ADB driver already installed and as you can see I have other drivers like A880 (LENOVO A880/889 MTK phone drivers) and you should also see "Fuzhou Rockchip drivers" (if you dont see this driver you will not be able to flash your device)

Maybe you would have some time and look into that and you could provide a new kasty rom?
