Hello.
I have this Tablet and will not start:

... Only two penguins appear a few seconds, then closed and then again shown two penguins and so on.
It happened after installing a ROM following the steps in this post, but never finished booting successfully. The worst thing is that now I do not recognize Windows7 and I can not turn it into recovery mode and for that reason can not reinstall another ROM.

How I can recover the Tablet?
Will I have to cause a short circuit in the chip?

Could be a driver issue. Here is the latest tool set: http://crewrktablets.arctablet.com/?wpfb_dl=2630. Use the included Driver Assitent. Uninstall driver first, then install.

Use key combination to start the tab into flash modus: Power-Off, hold Power and Vol+ (or according to keypad /Esc/Reset) until the Loader is shown.

Thanks for answering. I was researching the information you suggested and other related information and as a result, I came to the solution. The problem was that I was using the wrong ROM, because even for TB-78B model, it seems that there are different versions of nandflash inside depending on the time of assembly.
The fact is that I already have the tablet working perfectly and let the name of the ROM if anyone serves:
yk70_rk3028a_7_1024x600_rtl8723auBT_得宝欣20131225
