Problem:"adb devices" command does not list the attached Cube U9GT4. Subsequently we can not use any of  the adb commands.

Fix:Download the zip from following URL at xda-developers.com. Just replace "[dot]" with "."

Now I am able to use adb from USB debugging as well.

I have edited your post, as for me, the adb is working, (the one suplied by google in android sdk) it is a matter of addind the right values in the androidusb.inf and also using cmd in windows to add the fallowing value
echo 0x2207 >> "%USERPROFILE%\.android\adb_usb.ini"

Also a corect instalation of the android sdk is important to have it fully working.

Thank you for your info about .inf file. What PID and VID should I add to .inf file and Where I can find those IDs( Just in case the same thing happens in future for some other tablet) ?

I usually use linux to find the correct PID with the command lsusb => which shows each device connected to the usb ports, the pids and the vids

On windows there is a program which at this moment i don`t remember the name, but it allows you to manage what drivers you have installed for the devices connected via usb, and it shows you also the pid and vid of the device connected
