If the hints from the Rockchip flashing article, in the troubleshooting section did not help, I don't have many ideas.
Try on a different computer, Windows XP preferred, but there are many people, including myself having no problem with the flasher on Win7 (32 or 64 bits). Try a different USB cable, different USB port on your computer.
The proper trigger to get the tablet in flashing mode is pushing (and hold) the vol+ button, insert a paperclip in the reset pinhole and keep it pushed for a few seconds. You can then release the reset and vol+ button and see a green square on the Rockchip flasher.
For driver issues, using "Never install driver software from Windows update" should help.
In the end, it may be a damaged flash memory on the tablet that prevent it to work properly, but I don't think we can be sure of that until you have tried everything above.
