Ok, I have run some tests of my own. My conclusions:
1. "radiooptions 1" does nothing - it just gives an error message about sockets
2. the only thing that is required to stop the radio/phone from depleting the battery is to remove/rename "Phone.apk"; removing the other files (if they exist) does nothing other than make some more space
3. to stop the battery drain, you HAVE to remove Phone.apk - nothing else will stop that problem
4. removing "Phone.apk" will make the "Settings" app die when you try to look at the status information (in "About tablet-->Status")
5. so, until we can work around this problem (which is probably related to something enabled in the kernel), the option is between the phone/radio eating your battery, and not being able to see the status information from the "About tablet" menu.
Personally, I know what I will always choose - sod the status information (I can get all the information I need by using other apps). I need my battery to last as long as possible, and so I will always remove Phones.apk.

Based on DarthJabba's feedback above, I have updated the package and won't use Jellybellys mod, as the radiooptions and init.d setup seems to be useless.Â
The new script just takes care of moving Phone.apk to an archive directory, there's one caveat as DarthJabba pointed out: the About tablet / Status menu will make the Settings Force Close.
The battery life increase benefit is probably quite interesting (I haven't read concrete measurements yet) compared to the small inconvenience in Status menu.
The update package is called "disable/move Phone.apk" and should be visible by everybody.
This package has its own forum topic where feedback should be posted.

I get error 20 when I apply Phone.apk with ArcTools.
That I can do to move this file to 4.2.2 01
