All Unix based operating systems, including Android, use something called usb_modeswitch to switch between storage mode and modem mode on USB modems. It uses a database with USB ID's to identify your modem stick. If it doesn't know the ID's of your stick, it won't work with it.
If you have rooted your CP and can give me the Vendor and Product ID's for your modem, then maybe i can make you a config file that will work. Note that i will need those ID's from when it works as a modem, since nearly all modern Huawei modems in storage mode are Vendor:Product 12D1:1446.

Need full specs of hub, what neomode using, not all hubs recognized by all tablets.

I think the Problem is the USB Hub !
The USB Hub has his own Device Id, so as the USB Data Stick has.
So i think we must Modify the USB Dev Rules then it must Working.
Also we need the Dev Id from the USB Hub & Data Stick.
